We are now getting ready to launch the 2012 Baltimore Citizen Survey.

Welcome to the Outcome Budgeting home page! Outcome Budgeting is the City of Baltimore’s new way of budgeting. It is a budget process that aligns resources with results that matter most to citizens. These results are organized around six Priority Outcomes. Through Outcome Budgeting, City budgeting is a process of identifying services that most efficiently and effectively meet what citizens want, allocating money to agencies to provide those services, and then monitoring agency performance on meeting their goals.

Highlights of Outcome Budgeting:

  • Combines strategic planning, long range financial planning, and performance management
  • Is a natural extension of CitiStat
  • Rewards innovation
  • Makes the budget process more transparent
  • Citizens get better information about what they are getting for their tax dollars
