Outcome Budgeting

Welcome to the Outcome Budgeting home page! Outcome Budgeting is the City of Baltimore’s new way of budgeting. It is a budget process that aligns resources with results that matter most to citizens. These results are organized around six Mayoral Objectives or City goals. Through Outcome Budgeting, City budgeting is a process of identifying services that most efficiently and effectively meet what citizens want, allocating money to agencies to provide those services, and then monitoring agency performance on meeting their goals. We are currently transitioning to this new way of budgeting for FY 2011.

Highlights of Outcome Budgeting:

  • Combines strategic planning, long range financial planning, and performance management
  • Is a natural extension of CitiStat
  • Rewards innovation
  • Makes the budget process more transparent
  • Citizens get better information about what they are getting for their tax dollars
