Mayor Stephanie Rawlings-Blake Reception for the 2010 Census Complete Count Committee
Mayor Stephanie Rawlings-Blake held a reception for the 2010 Census Complete Count Committee (CCC), the 100% club winners, the 410 challenge winners, at City Hall on Tuesday, June 22. The mayor congratulated the attendees for their efforts in ensuring that Baltimore was properly counted in the 2010 census.
The city of Baltimore improved its mail back response by 10% to 66% over the mail in response of the 2000 census. The work of the Complete Count Committee which was formed in February of 2009 entailed creation of a sub-cabinet committee of representatives from city agencies, and various organizations to spread the word about the importance of the census.
The CCC organized twelve subcommittees that represented several areas of Baltimore’s diverse population including, media, homeless, senior, public housing, education, New Baltimoreans, and others. These subcommittees utilized an action plan that set a roadmap to strategize outreach the census message to hard to count sectors of the citizens of Baltimore. The CCC promoted census awareness by participating in several ethnic festivals in the fall of 2009 with census booths distributing census information and paraphernalia. In January and March of 2010 the CCC was a strong presence at the Martin Luther King Day Parade and the St. Patrick’s Day Parade displaying banners, posters, buttons and T-shirts with the census message “it’s in our hands Baltimore”. Mayor Rawlings-Blake led several census events including a March to the mailbox that included scores of volunteers to march through neighborhoods to encourage residents to mail in their census forms. Billboards, radio commercials, MTA bus and station ads reminded everyone in Baltimore to do their part in making Baltimore “count”.
Senator Verna Jones (44th district) who was present at the event expressed her satisfaction of the progress that the city made in increasing its response rate in the 2010 Census. John Willis, chair of the Complete Count Committee expressed his gratitude to the mayor and her staff for supporting the work with promoting the census.
The 410 Challenge was a contest that community organizations competed to employ the most inventive ideas in spreading the census message. The winners of the 410-challenge were: Morrell Park & St. Paul's Improvement Association, Patterson Park Neighborhood Association, Barbara Bates-Hopkins from Johns Hopkins School of Public Health. The 100% Club was a contest that encouraged public housing residents to return as many census forms as possible. The winners of the 100% Club were Douglas Homes, Lakeview Towers, Ellerslie, Poe Homes, Hollins Houses, Govans Manor, Bel Park Towers, Bernard E. Mason and Monument East. All of the contest winners received certificates signed by the mayor.
