Center History
Walter P. Carter Recreation Center was built in 1974 under Mayor William Donald Schaefer’s administration. The center was named after Walter P. Carter, who was a civil rights activist and leader in the desegregation movement in Maryland during the 1950s and 1960s. The seventh of nine children, Carter was born on April 29, 1923 to Carrie P. and Walter Carter Sr. in Monrie, N.C.
