City Code Article 8, Subtitle 4, gives the Ethics Board the authority to issue advisory opinions on the application of the Ethics Code to circumstances described in a written request. The public may review versions of these Opinions that have been redacted to ensure the confidentiality of the parties to the Opinion.
§ 4-4 of the Ethics Code states:
§ 4-4. Reliance on opinion.
Any person subject to this article is entitled to rely on an advisory opinion of the Ethics Board that:
- is reasonably applicable to that person’s circumstances; and
- has not been:
(i) overruled by a later opinion of the Ethics Board; or
(ii) superseded by an amendment to the applicable provisions of this article or of the rules and regulations adopted under it.
