Mayor Rawlings-Blake Announces New Directors of Departments of Public Works and Transportation
Today, Mayor Stephanie Rawlings-Blake announced the appointment of Department of Transportation Director, Col. Alfred H. Foxx, Jr. to serve as the new Director of Public Works (DPW). Mayor Rawlings-Blake also announced the appointment of Department of General Services Director, Khalil A. Zaied to serve as the new Director of the Department of Transportation (DOT).
“I am very pleased to announce that these two exemplary public servants will serve in new key positions in my administration,” Mayor Rawlings-Blake said. “Both have demonstrated a deep commitment of service to the citizens of Baltimore through years of hard work and strong leadership.”
As the new Director of DPW, Col. Foxx will serve as a voting member of the City’s Board of Estimates. “I’m deeply honored to accept this new position in the Rawlings-Blake Administration,” Director Foxx said. “And I look forward to continuing to serve the citizens of Baltimore.”
Director Foxx has served the City of Baltimore as the Director of the Department of Transportation for nearly a decade. He oversaw the implementation of “Operation Orange Cone”, which has set records for the number repaved City roads for three consecutive years. Most recently, he helped launch the Charm City Circulator, a free-of-charge bus service that connects residents and visitors to entertainment and restaurants in many of Baltimore’s vibrant neighborhoods. He also managed the City’s snow emergency response during three unprecedented blizzards this winter.
Prior to joining the City, Director Foxx served as the Executive Director of Civil Works with the Army’s Corps of Engineers, a $4.5 billion dollar a year engineering, construction, facilities operation and maintenance agency with over 26,000 employees. He coordinated efforts of a multi-disciplined engineering, scientific, and administrative team to deliver high quality services on schedule. The agency prioritized, planned, and coordinated a diverse set of operations and construction including locks, dams, hydropower, recreational sites, flood control works, dredging, wetlands regulatory permitting, environmental compliance, and administrative facilities for the Atlantic region of the United States.
Director Foxx joined the U.S. Army in 1975, and served as an engineer in Germany, South Korea and throughout the United States. He is a veteran of the first Gulf War and of America’s intervention in Bosnia. He has a Bachelor’s Degree in Building Construction from the University of Florida and is also a graduate of the U.S. Army’s Command and General Staff College.
Mr. Zaied, the new Director of the Department of Transportation, is no stranger to the agency. He began working for the City of Baltimore in 1998 as a Project Manager and Project Engineer for Transportation. He later served as Chief of the Highway Design Section, during which time he led the design team for the streetscape of Harford Road, Argonne Drive, Eastern Avenue, Charles Street, Calvert Street, Fayette Street, Broadway Street, and Eutaw Street. He also served as the Chief of Conduit Division. In 2006, he left DOT to become the Chief of Design and School Construction for Baltimore City Public Schools. With the School System, he managed a team that designed and implemented over $30 million in schools improvements.
Since February of 2008, Mr. Zaied has served as Head of the Bureau of General Services, and as Director of the Department of General Services. As Director of General services, Mr. Zaied oversaw over 460 full-time employees. The Department is responsible for maintaining over 500 City owned facilities, 5,600 vehicles, and the City’s Development Center, which is responsible for all right-of-way permitting and storm water management. Mr. Zaied graduated from the University of Maryland, College Park with a Bachelor’s Degree in Mechanical Engineering and is a member of Board of Trustees of the Arab American Association of Engineers and Architects (AAAEA), MD-DC-VA Chapter.
“I’m looking forward to working with the many dedicated professionals in the Department of Transportation as the new Director,” Mr. Zaied said. Mr. Ted Atwood, Deputy Director of General Services replaces Mr. Zaied as Director of the Department of General Services.
As the new head of DPW, Director Foxx replaces Mr. David Scott who resigned to pursue new opportunities. Mayor Rawlings-Blake thanked Mr. Scott for his service to the City of Baltimore. “I thank Mr. Scott for his service to the citizens during his time here in Baltimore and we wish him well with future endeavors.”
Mayor Rawlings-Blake announced that the appointments are effective immediately and that the new Directors have already met with key staff in the agencies today.
