CHAP Hearing Schedule Update:

The next CHAP Hearing Date is November 10, 2009. (There is not a CHAP Hearing scheduled in October).

 

Notice: Amendment to the CHAP Guidelines adopted on 2/10/09.

The following is to be considered at the May 12, 2009 Public hearing of the Commission for Historical & Architectural Preservation (CHAP)

The amendment includes the two text additions noted below:

  1. 1. At the end of the table of contents, add the following: “Note: The illustrations contained in this document are provided for the convenience of affected persons, but are not intended to change the substance of the text of the Guidelines."
  2. 2. On page 23, insert the following after the sentence ending in “…will determine historic significance in Baltimore history and culture.” [National Register Bulletin, How to Apply the National Register Criteria for Evaluation, National Park Service]

Public Notice April 14, 2009 CHAP Meeting
This is to provide public notice that at 1:00 PM on April 14, 2009, the Commission for Historical and Architectural Preservation (CHAP) may convene a closed meeting to consult with the Law Department. Beginning at 1:00 PM, all or part of the April 14, 2009 may be conducted in a closed session. The meeting will be held in the Phoebe Stanton Conference Room, Department of Planning, 8th Floor, 417 E. Fayette Street. Please note that the regular CHAP Public Hearing will follow this potential closed meeting.

Notice of Meeting Cancellation
"The Senator Theater" Public Interior Landmark Designation April 14, 2009 1:30 PM Please be advised that the Commission for Historical & Architectural Preservation (CHAP) has cancelled the April 14, 2009 1:30 PM public hearing to consider interior landmark designation of the Senator Theater. This hearing will be rescheduled and the public will be notified of the future hearing date.

Baltimore City's Commission for Historical and Architectural Preservation (CHAP) has helped to preserve our City's historic neighborhoods and sites since 1964. Over 7,000 buildings have been designated by CHAP as either local landmarks or part of a local historic district, making the Baltimore City preservation program the most encompassing one in Maryland!

Mission

The CHAP Mission is to enhance and promote the culture and economy of Baltimore through the preservation of buildings, structures, sites and neighborhoods, that have aesthetic, historic and architectural value.

Goals

CHAP goals include preserving historic architecture and monuments; reclaiming broken neighborhoods; preventing demolition by neglect; and integrating our City's past into its future.

Guidelines


Applications

Exterior changes to all properties within Baltimore City's historic districts, and local Landmark structures must be presented to the Commission for Historical and Architectural Preservation (CHAP) for review and approval.

Major Accomplishments

  • Approve 250-300 permits per year for rehab work on locally designated property.
  • Provide design review and technical services to twenty historic districts neighborhoods, with 7000 properties included. Franklintown and the 2600 Block of Wilkens Avenue (Longest block of rowhouses) were most recently designated.
  • Restored the Francis Scott Key Monument (Eutaw Place), after receiving a $62,500 grant from Target Stores/Save Outdoor Sculpture Program. The award was presented in a ceremony with First Lady Hillary Rodham Clinton.
  • Created and administer Baltimore City's Historic Rehabilitation Tax Credit which has supported 137 projects that generated $28 million in investment to date.
  • Achieved Baltimore City's Recognized Heritage Area status and received a $103,750 Maryland Heritage Areas grant to develop a Tourism Management Plan.
  • Coordinated designation of new Baltimore City landmarks (George Howard House, Saint Katherine's Episcopal Church, Buena Vista, Charles Theater, Hecht Company) and coordinated local National Register designation review of Original Northwood, Bagby Furniture Company, Samester Apartments, Charles Theater, Montebello State Hospital and Stewarts Department Store.
  • Promote local literacy heritage by receiving 5,000 visitors at the Edgar Allan Poe House Museum and Poe House events.
  • Restored Baltimore Battle Monument and Conserved 50 City-owned outdoor monuments.
  • Achieve Certified Heritage Areas status

Future Goals

  • Honor neighborhood requests to designate new districts
  • Honor owner requests to designate new Baltimore City Landmarks.
  • Maintain City Monuments.
