Baltimore Rising, Inc. (BRI) has the primary responsibility of advancing Mayor Sheila Dixon’s vision and platform of strengthening the family structure that enhances the quality of life, especially for children and youth. BRI is an arm of the Mayor’s Office of Community and Human Development (CHD). BRI embraces the philosophy that a strong family mitigates the impact of societal dysfunction and residual effects that include: incarceration, unemployment, low school achievement, and a sense of hopelessness. The agency utilizes the family strengthening approach as the primary way to address the development needs of the residents of Baltimore City. BRI uses broad outreach and integration of systems that are already in place to accomplish this goal. This approach calls for partnerships with faith and community-based organizations that provide essential support to the family, neighborhoods and communities of Baltimore City. BRI provides this support through mentoring and service programs. Underlying these programs is the provision of training of the family strengthening model, recognized nationally as a best practice in addressing the unique challenges faced by urban families.
