In 1979, the City Council of Baltimore passed an ordinance creating the authority under Article 31.Sec 156 of the Baltimore City Code to implement Residential Permit Parking (RPP) Areas. These restricted parking areas are established primarily to help secure available parking for a residential community while encouraging alternative parking plans for non-residents. Generally, these programs govern the parking restrictions in residential communities located near major employers, colleges, universities, medical institutions and sports complexes.

It is normal practice for a neighborhood association to set-up this program for the community. The law does require certain provisions to qualify for a RPP program.
To be eligible for a permit the applicant must reside within the boundaries of that particular RPP area. You must show required proof of residency to the satisfaction of the RPP section. Participation in the program is limited to residents only. The permit increases the chances of finding a parking space by stimulating turnover and eliminating storage of non-resident vehicles. A permit does not excuse the observance of any other traffic regulation except the posted RPP time restrictions.
The Reserved Residential Disabled Parking Permit Program, in compliance with Americans with Disabilities Act (ADA), provides disabled citizens of Baltimore City (who qualify for this service) the accommodation of better accessibility to the communities in which they live. The objective of the Parking Authority is to process the request of each applicant in a timely manner using improved investigating skills, new computer technology, and time management methods.

The Parking Authority of Baltimore City administers the
following regulations in accordance with The Baltimore
City Code Article 31:
No Stopping: when
associated with meter installations, at the end of the
street to maintain sight distances for turning vehicles.
No Parking or No Stopping as a temporary parking management measure, except when
traffic movement is involved.
No Parking (Driveway Posting):
designed to permit a vehicle to enter and exit to an off-street
facility for sight distance and safety signs are installed
on both sides of the driveway.
Truck Loading Zone: Is to assist businesses with their shipping and receiving
needs with special time limitation. (Not to park service
vehicles)
Passenger Loading Zone: Reserved for the exclusive purpose of expeditiously taking
on or discharging of passengers within the limited time
required. (This restriction does not allow for continuous
parking)
Reserved Handicap Parking: designated spaces for any vehicle that displays special
registration plates for disabled persons or disabled persons
parking permit. This area is open to the use of the general
public (designated at medical center, nursing homes, and
other public facilities)
Meter Installation: direct installations, or order the installation of parking
meters on the portions of the city streets, thoroughfares,
and public places for the City of Baltimore.
