The "I Want To" menu was created to allow easier navigation to City programs and services that would otherwise be harder to find through traditional navigation on a large web site. With the "I Want To" menu, you can navigate to many important places without having to know what City Agency or Office is responsible for that particular service.
FEATURE UPDATE (09/25/2008): You may have noticed that the background of the web site used to dim darker while using the "I Want To" menu. This feature was originally added to provide better readability of the menu while using it. Without the dim background, the surrounding elements made the menu harder to read and focus on. After review from usability personnel and other feedback, this feature was removed.
