Mayor's Office of Human Services

This agency was created by Mayor Stephanie Rawlings-Blake in 2010 to develop and implement an integrated system of support for vulnerable populations through three focus areas – homeless services, community action partnerships (CAP), and reentry. The critical mission of this agency is to oversee the development and implementation of a

  1. continuum of housing services for individuals experiencing homelessness or at-risk of experiencing homelessness; and
  2. comprehensive service delivery model for the CAP centers throughout Baltimore City, with an emphasis on self-sufficiency for residents.

In addition, this agency is charged with for coordinating a collaborative strategy to support those transitioning from jail and prison to their communities and families.

Homeless Emergency Assistance

The Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH Act), enacted into law on May 20, 2009, revised the Emergency Shelter Grant (ESG) program and renamed it the Emergency Solutions Grant (ESG) Program. As such, new regulations were promulgated for this revised program, requiring recipient jurisdictions to substantially amend their previously submitted Annual Action Plan for the ESG program in order to receive the second allocation of funding for revised program as the eligible activities for these new monies are different than the previous iteration of this grant.

A Substantial Amendment to the Emergency Solutions Grant for Federal Fiscal year 2011 delineates how a second allocation in ESG funding in the amount of $573,821,
for FFY 2011 will be spent.

The public will have until April 23, 2012 to provide written comments on the substantial amendment. A hearing to afford the public an opportunity to comment on the contents of the Amendment will be held on Wednesday, April 18, 2012 at 6:00 p.m., in the Board of Estimates Room (215), City Hall, 100 N. Holliday Street. A final Substantial Amendment, incorporating community comments, will be made available to the public upon submission to the U.S. Department of Housing and Urban Development.
