About BCMOOR

Background

As established by the Mayor’s Executive Order, the Baltimore City Mayor’s Office of Overdose Response (BCMOOR) works across Baltimore City to address substance use disorder and overdose. BCMOOR oversees the City’s coordinated overdose response strategy to ensure best practices and quality of care for Baltimore City residents.

To build a Baltimore City where people with behavioral health needs are supported, services are person-centered and the highest quality, and systems meet and respond to the community’s needs.
