What is the City Council?

The City Council makes the rules for Baltimore. There are 15 members—one from each of the 14 districts, plus a City Council President elected by all voters. They help decide how the City spends its money, approve the Mayor’s choices for important jobs, and can suggest changes to the budget. They also create laws, vote on city issues, and meet in public so everyone can listen in. City Council members are elected every four years and each one represents a part of the city.

Meet the City Council President

Zeke Cohen is a former City Schools teacher who was elected Baltimore City Council President in 2024. Before becoming Council President, he served as Councilman for the 1st District from 2016-2024.

Board of Estimates

The Baltimore City Board of Estimates helps manage the city’s money. They help plan the budget, approve contracts, and make sure the city spends money fairly and wisely. The Board was created by the City Charter to make sure money decisions are clear and support the city’s goals.
