Baltimore, MD – Chaired by Council President Zeke Cohen, the Biennial Audits Oversight Commission (BAOC) met Tuesday night to approve the recommended 2026 agenda for biennial performance audit of city agencies.
Pursuant to the City Charter, the BAOC is tasked with providing guidance and advice to the City Auditor in determining the scope of agencies’ performance audits. Annual audits are conducted by Baltimore City’s Department of Audits within the Comptroller’s Office.
Most City agencies are audited every other year. In 2026, agencies designated within Group B, including the Health Department, Recreation and Parks, the Police Department, the Department of Human Resources, the Department of Law, the Department of Planning, and the Mayor’s Office of Employment Development.

Agenda:
Baltimore City Health Department (BCHD)
- Approved audit: To assess the alignment of the structure and terms of physician contracts with the BCHD’s objectives.
Baltimore City Recreation and Parks (BCRP)
- Approved audit: To evaluate the efficiency and effectiveness of Forestry’s tree removal process or program.
Baltimore Police Department (BPD)
- Approved audit: To evaluate the efficiency and effectiveness of cancellation policies for H-Days (scheduled days off)
Department of Human Resources (DHR)
- Proposed audit: To evaluate the effectiveness of the classification and grading/ compensation processes, including how DHR ensures classifications are appropriately titled and graded
Department of Law (DOL)
- Proposed audit: To evaluate the efficiency and effectiveness of the collection process for unpaid bills
Department of Planning (DOP)
- Proposed audit: To evaluate the efficiency and effectiveness of the Site Plan Review Committee processes
Department of Transportation (DOT)
- Proposed audit: To evaluate the compliance with Street Cuts regulations, Pavement Repairs and Restoration
Mayor’s Office of Employment Development (MOED)
- Proposed audit: To evaluate the effectiveness of monitoring controls over YouthWorks attendance and pay
