Baltimore, MD — Tomorrow, September 23, 2025, at 1:00 p.m., the Baltimore City Council’s Public Safety Committee, chaired by Councilmember Mark Conway, will convene a legislative oversight hearing (LO25-0005) to review the services and opportunities available for returning citizens.
The hearing will focus on the City’s efforts to ensure successful re-entry for individuals returning from incarceration, with an emphasis on reducing recidivism. Areas of review include housing stability, employment access, mental health and behavioral health services, financial literacy programs, and entrepreneurial opportunities.
In 2024, the City Council established the Office of Returning Citizens within the Mayor’s Office of Neighborhood Safety and Engagement (MONSE) to serve as an advocate, coordinate services, and advise on city policy. Despite expanded funding and programs such as the Returning Citizens Behind the Wall initiative, participation numbers have remained limited. This hearing will examine how the City can strengthen service delivery, increase accountability, and expand opportunities for returning residents
