This Grievance Procedure is set up to follow the rules of the Americans with Disabilities Act of 1990 (ADA). Anyone can use it to file a complaint if they believe the City of Baltimore has discriminated against them because of a disability in services, programs, activities, or benefits. Complaints about disability discrimination at work are handled under the City of Baltimore’s Human Resources Policy.

The complaint must be in writing and include details about the alleged discrimination, such as the complainant’s name, address, phone number, and information about the incident—like the location, date, and a description of what happened.

For people with disabilities, other ways to file a complaint—such as a personal interview or an audio recording—are available upon request.

The complaint should be submitted by the grievant and/or his/her/their designee as soon as possible but no later than 60 calendar days after the alleged violation to:

Within 15 calendar days after receipt of the complaint, the ADA Coordinator will meet with the complainant to discuss the complaint and the possible resolutions. Within 15 calendar days of the meeting, ADA Coordinator or his/her designee will respond in writing, and where appropriate, in a format accessible to the complainant, such as large print, Braille, or audio. The response will explain the position of the City of Baltimore and offer options for substantive resolution of the complaint.

If the response by the ADA Coordinator does not satisfactorily resolve the issue, the complainant and/or their designee may appeal the decision within 15 calendar days after receipt of the response to the CRC Supervisor, Danielle Burton, or her designee.

Within 15 calendar days after receipt of the appeal, the Office of Equity and Civil Rights will meet with the complainant to discuss the complaint and possible resolutions. Within 15 calendar days after such meeting, the Office of Equity and Civil Rights will respond in writing, and, where appropriate, in a format accessible to the complainant, with a final resolution of the complaint.

All written complaints and appeals received by the Office of Equity and Civil Rights, and its responses thereto will be retained by the City of Baltimore for at least three years.
