File a Complaint Overview
The Baltimore City Office of Equity and Civil Rights includes four divisions where people can file a complaint:
- Community Relations Commission
- Mayor's Commission on Disabilities
- Police Accountability Board
- Wage Commission
Know Which Agency to Contact
Community Relations Commission
If you want to report discrimination, you should file your complaint with the Community Relations Commission. This office looks into discrimination and helps people who have been treated unfairly by making sure the laws are followed.

File a Complaint
Police Accountability Board
If you are filing a complaint against a law enforcement agency, start with the Police Accountability Board (PAB). This board receives all complaints of police misconduct involving the public without limitations and refers them to the appropriate law enforcement agency for investigation.
Wage Commission
If you are filing a complaint regarding wages, file your complaint with the Wage Commission. The Wage Commission is the City Agency tasked with enforcing the minimum wage, the living wage, and the prevailing wage in the City of Baltimore.
