March 2026 Substantial Amendment

The City of Baltimore’s Department of Housing and Community Development (DHCD) is proposing to amend various Annual Action Plans as follows.

Financial Amendment

The below amendment will reallocate liquidated and unspent Community Development Block Grant (CDBG) funds from PY2020/CFY2021; PY 2021/CFY2022; PY 2022/CFY 2023 to the below existing CDBG activity.

Chick Webb 108 Loan Repayment
Allocate $1,233,000 to prepay principal and accrued interest debt service for the Chick Webb 108 Loan, which is repaid using CDBG funding. Fund the activity as follows:

Non-Financial Amendments

Correction to CD51 Annual Action Plan
Amend the PY 2025/CFY 2026 Annual Action plan to re-name and categorize Project No. 120: DHCD - PLANNED DEMOLITION/STABILIZATION (CAPITAL) - IDIS No 10029 as follows:
