THE ECB'S FBLN REVIEW PROCESS HAS CONCLUDED FOR 2026.

NO FURTHER SUBMISSIONS WILL BE ACCEPTED.

General Information

A homeowner may have a lien on their property because of an outstanding environmental citation. Environmental citations are issued by several City agencies (i.e. Housing, Transportation, Fire, Health, etc) and can be challenged at the Environmental Control Board (ECB) through a hearing process.

If you have received a Final Bill and Legal Notice (FBLN) and it includes an environmental citation charge, you are no longer eligible for a hearing but you can still have your citation(s) reviewed at the ECB in their tax sale review process.

Please note that this review process is solely for lienable environmental citations that appear on an FBLN.

Review Standard

The ECB's Administrative Hearing Officer will review the citation(s) included on the FBLN to determine:

  1. If proper notice was given, and
  2. If the citation was legally issued.

Review Process

To have your citation(s) reviewed, you must complete an FBLN Review form. In the form, you must state why you believe that notice was not proper and/or the citation(s) were not legally issued. You should also include any documentation that you wish to be reviewed.

Once submitted, an Administrative Hearing Officer will review the form and any documents. That hearing officer will make a written determination, which will be sent by email and/or postal mail. That decision will be the final review by the agency. This may take 2-3 weeks.  If you do not hear back after 3 weeks, please reach out to us.

***PAID CITATIONS ARE NOT ELIGIBLE FOR REVIEW. PAYMENT IS AN ADMISSION OF LIABILITY***

Please note that the ECB will not schedule a hearing and will not consider any mitigating circumstances.

Review Submission

The form can be printed and submitted by mail, fax, or attaching as a PDF to an email. If you own multiple properties, you must complete a separate form for each property.
