Overview
When a major emergency happens, Baltimore City opens its Emergency Operations Center (EOC). The EOC is run by the Office of Emergency Management (OEM) and brings together staff from different agencies to work on reducing the impact of the emergency.
The Emergency Operations Center (EOC) is the City’s main hub during a big emergency. It is where agencies work together to:
- Collect and manage important information
- Find and bring in extra resources
- Create joint plans and set priorities
- Build a clear picture of what’s happening
- Support the incident commander
- Share accurate public information
- Work with nearby counties, the State of Maryland, the federal government, and private and nonprofit partners
The City has a primary EOC and a backup EOC. Both have an operations room, a strategy room, and a Joint Information Center (JIC) for sharing updates. The City also uses a system called WebEOC so teams can share real-time information across different locations.
