The Baltimore City Office of Emergency Management (OEM) listens to the community and uses your ideas to help plan for emergencies, respond to them, and recover afterward. You can get involved in two main ways: by volunteering or by attending meetings.

Volunteer Programs
Community Emergency Response Team (CERT)
The Baltimore City CERT is a training and volunteer program that helps people get ready for emergencies. CERT members learn how to keep themselves, their families, and their neighborhoods safe before, during, and after a disaster. Training includes skills like fire safety, basic search and rescue, teamwork, communication, and first aid.
SKYWARN® Weather Spotter Program
Are you interested in joining a national network of volunteer severe weather spotters? The National Weather Service and OEM periodically co-host SKYWARN® courses for City residents.
Meetings
Local Emergency Planning Committee (LEPC)
The Baltimore City LEPC meets to discuss all-hazards preparedness and coordinate planning for hazardous materials incident response in the City. The meetings are open to citizens, businesses, public and government agencies.
