What We Do

The Baltimore City Department of Finance plays a crucial role in stewarding the City of Baltimore's resources. The department's fiduciary responsibilities include:

  • Budget: Preparing and finalizing the City's annual operating budget and overseeing the developing of corresponding capital budgets.

  • Collections: Collecting all moneys due to the city such as those due from local and state taxes, property taxes, fines, and citations. The department is also responsible for the issuance of liens and the levy of property related to collecting money owed to the City.

  • Accounting: Supervising and directing the accounting and bookkeeping of all municipal agencies. 

  • Payroll: Overseeing payments and disbursements made by the city related to salary or compensation earned by municipal officers or employees. 

  • Procurement: Procuring, by purchase, lease or other acquisition, or approving the procurement of, all materials, supplies, and equipment, and all services, other than professional services, that municipal agencies use.

  • Investments: Registering public debt and assuming responsibility for all moneys and securities belonging to the City.  The department is also responsible for the safekeeping and transfer of stocks, bonds, and securities owned or held by the City or any municipal agency.
