Overview
Fiscal Services, which resides within the Administration Division, guides the stewardship of the Agency's budget. By effectively modeling, planning, and monitoring the department’s financial activity, Fiscal Services ensures that DGS operational divisions have the resources they need, enabling them to provide excellent service to 28 City of Baltimore agency customers.
Fiscal Services ensures that costs are fairly distributed to agency customers based on a shared services model. They manage two internal services funds, on behalf of the Department and its customers, to support maintenance and management of motor vehicles and municipal buildings. We distribute costs based on five (5) operational buckets: (1) Rental of City Motor Equipment, (2) Maintenance and Repair of Motor Equipment, (3) Motor Vehicle Fuel and Lubricants, (4) Utilities (Gas-Electric-Steam), (5) Rental of Real Property. In addition to budget monitoring and management, and rate modeling, Fiscal Services supports accounts payable and receivable, financial reporting, purchasing, procurement, and auditing.
Fiscal Services works in partnership with all DGS divisions to understand challenges and changing market conditions. By successfully managing, forecasting, and tracking the agency's budget, Fiscal Services enables DGS to reduce risk and advance strategic objectives.
