External & Legislative Affairs

Overview

The External and Legislative Affairs (ELA) division serves as the central hub for the agency's communications, public engagement, and policy coordination. We oversee all internal and external strategic communications, ensuring that employees, City agencies, stakeholders, and the public receive clear, timely, and consistent information. This includes managing brand messaging across email, print, social and digital media; overseeing media relations; and coordinating responses to public information and oversight inquiries.

Additionally, the division acts as the primary liaison between DGS and elected officials, including the Mayor's Office, City Council, and the Maryland state General Assembly. We manage legislative affairs by reviewing and tracking legislation, preparing bill analyses, and providing guidance and recommendations on behalf of the agency. 

ELA also plans and executes both internal and external events—from employee recognition programs to community engagement efforts—helping to strengthen connections between the agency, its workforce, and the residents we serve.

To serve as the connection between the Department of General Services and the Baltimore community through effective communication and meaningful engagement that fosters trust and strengthens citywide partnerships.

To position and promote DGS as an innovative, responsive, and highly adept provider of services that are critical to Baltimore City operations.
