The Baltimore City Opioid-Associated Disease Prevention and Outreach Program (OADPOP)

Overview

The Baltimore City Opioid-Associated Disease Prevention and Outreach Program (OADPOP), formerly the Baltimore City Syringe Service Program, seeks to reduce HIV, Hepatitis C and other infections by reducing the circulation of used syringes. The program also helps individuals with substance use disorders overcome addiction by linking them to drug treatment services. The program provides counseling and testing for HIV and syphilis. Opioid overdose response training is also offered at all locations. Needle exchange program services are provided in 11 locations during 18 weekly time slots throughout the city of Baltimore. 

Mission

The mission of Community Risk Reduction Services is to deliver free and confidential quality HIV prevention and harm reduction education and services in communities within Baltimore City, via mobile and other outreach methods, in a non-judgmental manner that reduces the impacts of drug use among high-risk individuals and the general public.

Vision

The vision for Community Risk Reduction Services is to expand the capacity and accessibility to a continuum of comprehensive harm reduction-centered services for all individuals with substance use disorders in Baltimore City, and surrounding jurisdictions.
