About the Ryan White Part A HIV/AIDS Program

The Baltimore Eligible Metropolitan Area (EMA) Ryan White Program (RW) provides vital HIV-related medical and support services to over 10,000 people annually in Baltimore City and six surrounding counties - Anne Arundel, Baltimore, Carroll, Harford, Howard, and Queen Anne. The program ensures that people living with HIV, especially those who are uninsured or underinsured, receive the care they need to live healthy lives.                                                                                                                         

Funded through the Ryan White HIV/AIDS Program, these services help individuals access high-quality healthcare, treatment, and essential support. The EMA offers a range of medical and non-medical services including: 

Core medical services include:
  • Early intervention services
  • Health insurance premium and cost-sharing assistance for low-income individuals
  • Home and community-based health services
  • Medical case management, including treatment adherence services
  • Medical nutrition therapy
  • Mental health services
  • Oral health
  • Outpatient and ambulatory medical care
  • Substance abuse outpatient care 
Support services include:
  • Childcare
  • Foodbank services
  • Housing
  • Legal
  • Medical transportation
  • Outreach
  • Psychosocial
  • Residential substance abuse 

The Baltimore EMA Ryan White Program prioritizes improving health outcomes for vulnerable populations disproportionately affected by HIV. These populations include but are not limited to individuals who report male-to-male sexual contact, people who inject drugs, and youth. Additionally, the EMA’s RW program implements the Ending the HIV Epidemic (EHE) Getting to Zero (GTZ+) model, which goes beyond routine clinical visits or viral load monitoring to ensure clients are effectively connected to and retained in care. The model’s “unapologetically enabling” approach has successfully supported individuals facing challenges in achieving viral suppression, leading to improved health outcomes and sustained engagement in care. 

The Baltimore EMA Planning Council

The Planning Council sets the service priorities and allocates Part A funds based on the needs of people living with or affected by HIV, with a particular focus on individuals who know their HIV status but are not in care. The Planning Council membership reflects the local epidemic, 33% of members are consumers of Ryan White HIV/AIDS Program services.

Clinical Quality Management Program

The Clinical Quality Management (CQM) Program is a foundational element of the Ryan White HIV/AIDS Program (RWHAP), established to ensure that people with HIV receive care that is high-quality and aligned with the latest clinical guidelines. 

Ryan White Clinical Quality Management (CQM) Program goals 
  • Assess the extent to which HIV health services delivered under the grant align with the most current U.S. Public Health Service (HHS) guidelines for the treatment of HIV and related opportunistic infections
  • Develop and implement strategies to ensure services not only meet these clinical standards but also improve access to care and the overall quality of HIV services. 

CQM is a structured framework that guides recipients and subrecipients in assessing, monitoring, and continuously improving the quality of HIV care and services. Its three key components are: 

Infrastructure

Leadership, staffing, stakeholder engagement, and a formal CQM plan that provides the roadmap for quality efforts.

Performance Measurement

The systematic collection and analysis of data to assess how well HIV services are delivered and to identify gaps in car

Quality Improvement (QI)

The process of using data to implement targeted changes aimed at improving patient outcomes, care delivery, and satisfaction

CQM programs are designed not just to monitor performance, but to drive real change. By focusing on measurable goals and evidence-based strategies, CQM helps providers: 

  • Ensure HIV care is consistent with national treatment guidelines
  • Improve engagement in care, treatment adherence, and viral suppression rates
  • Enhance patient satisfaction through more responsive, coordinated services 

The CQM Program strengthens the healthcare system's ability to deliver reliable, patient centered HIV care, leading to better health outcomes and quality of life for people living with HIV.
