Overview
The Harm Reduction Vending Machine (HRVM) is a pilot program introduced by the Baltimore City Health Department (BCHD) in partnership with Charm City Care Connection to address public health issues related to substance use disorders. The Harm Reduction Vending Machine provides essential supplies such as Narcan, Fentanyl and Xylazine test strips, safer sex kits, and wound care kits. Its goal is to reduce the spread of infections, prevent overdoses, and promote safer practices among individuals who may be at risk, while maintaining the privacy and accessibility.

Why This Matters
The purpose of the Harm Reduction Vending Machine (HRVM) is to reduce the risk of overdose deaths, prevent the spread of infectious diseases, and provide immediate support to individuals who need it most. The vending machine offers discreet, anonymous access to essential health reduction health and safety supplies, giving community members more opportunities to protect themselves and others from preventable harm. Additionally, the HRVM is part of a broader public health strategy to improve community well-being and reduce the stigma surrounding substance use disorders.
How It Works
The Harm Reduction Vending Machine (HRVM) is available 24/7 outside of Charm City Care Connection and is free of charge. To get started, visit Charm City Care Connection and ask a staff member for assistance in registering for an access code. Alternatively, you can scan the QR code on the machine—no personal information is required. Once you have your code, simply enter it on the machine’s keypad, select the items you need, and they will be dispensed. Whether it’s for a personal need or if someone is seeking resources for a loved one, the vending machine is here to help.
Our Commitment to the Community
Within the Baltimore City Health Department, we believe that providing low-barrier health and safety resources - such as the vending machines is essential to supporting individuals who may be at risk of substance use or overdose. By offering these tools and information, we aim to empower the Baltimore City community to make safer choices and access help when they need it.
