BALTIMORE, MD (Wednesday, June 10, 2026) - Today, the Mayor’s Office of Homeless Services in collaboration with the Baltimore City Continuum of Care (CoC) is now accepting proposals for the U.S. Department of Housing and Urban Development (HUD) Continuum of Care Competition and Youth Homelessness Demonstration Program Grants. Each year, the U.S. Department of Housing and Urban Development (HUD) releases the Continuum of Care (CoC) Program Notice of Funding Opportunity (NOFO). In Federal Fiscal Year (FFY) 2024-25, Baltimore City CoC was awarded over $31 million in homeless services funding to support permanent supportive housing, rapid re-housing, transitional housing, supportive services, and CoC infrastructure projects like HMIS (Homeless Management Information System) and Coordinated Entry programs.
According to HUD, the Continuum of Care (CoC) Program is a national competition between geographic areas designed to promote a community-wide commitment to ending homelessness by funding nonprofits, tribes, and local governments to quickly rehouse individuals, families, youth, and survivors of domestic violence while minimizing the trauma and dislocation caused by homelessness. Additionally, the program seeks to maximize the use of mainstream state and local resources and optimize self-sufficiency among those experiencing homelessness. The Youth Homelessness Demonstration Program (YHDP) focuses on developing coordinated community approaches to prevent and end homelessness for youth aged 24 and younger and sharing those models nationwide.
Eligible applicants including nonprofit organizations who have 501c3 status, public housing authorities, state and local governments are encouraged to apply and to join the Bidder’s Conference on Tuesday, June 16, 2026, at 11:00AM via teams Bidder's Conference Link.
Please carefully review the official CoC NOFO at grants.gov and review additional available HUD resources on the HUD website.
Proposals will be accepted from Wednesday, June 10, 2026, at 9 AM through Wednesday, July 15, 2026, at 5:00 PM. Respondents must submit their proposal via the Neighborly portal. We encourage all applicants to create an account, log into Neighborly before the final deadline and add two points of contact for your organization. If you are interested in applying, please visit the MOHS website for more information.
