Continuum of Care (CoC) Program

Each year, the U.S. Department of Housing and Urban Development (HUD) competitively awards homeless services funding to local jurisdictions across the country through the Continuum of Care Program. The Continuum of Care (CoC) Program is designed to promote community-wide commitment to the goal of ending homelessness and provide funding for efforts by nonprofit providers, and State and local governments to:

Make homelessness rare and short by responding in a clear and organized way.
Use a Coordinated Entry system that is easy to access, fair to everyone, and lets people choose the help that works best for them.
Follow a Housing First approach — help people get housing quickly to reduce stress and stop long-term homelessness.
Help people connect to public benefits and work with employers to create job opportunities for those experiencing homelessness.
Make sure programs are fair by recognizing and fixing racial inequalities so that everyone has a chance at success.
Use proven methods and track results to spend money wisely and make sure programs are actually helping people.

HUD announces its nationwide funding competition each year through a Notice of Funding Availability (NOFA), often referred to simply as the CoC NOFA. The release date changes from year to year, but once announced, communities typically have 60 to 75 days to submit their applications. During this window, HUD requires each community to hold a local competition to select both renewal and new homeless services projects that best match HUD’s funding priorities and the needs of the community.

Continuum of Care Program funds can be used for three main types of projects: permanent housing, supportive services only, and HMIS. Funding is competitive at both the local and national levels. In Baltimore City, more than 75% of CoC funding is directed to Permanent Supportive Housing programs, which combine long-term housing subsidies with supportive services to help people who are chronically homeless achieve stability.
