UPDATE AUGUST 7, 2026: On August 7, 2026, the District Court, D. Rhode Island ruled through the State of Washington v. United States Department of Housing and Urban Development (1:26-cv-00439) that "the 2026 NOFO may not proceed..." The FY 26 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) issued by the Department of Housing and Urban Development (HUD) on June 1, 2026 is now null and void in its entirety. You may read the notice here. The Baltimore City CoC and Mayor's Office of Homeless Services is committed towards providing updated guidance as it becomes available from HUD.
As a result of today's ruling, the local Baltimore City Request for Proposal and funding competition published on June 10, 2026 is also null and void. Therefore, the Baltimore City CoC Resource Allocation Committee (RAC) will not post the now nullified project ranking. The CoC will await further instruction from the Court and HUD regarding how to proceed in applying for FY 26 CoC funding and notify the public when more information is available.
We deeply appreciate the work that has gone into applications and reviews up to this point and we thank you for your continued partnership as we work as a city to provide housing support to our most vulnerable clients in Baltimore City.
About the Competition (NOW VOID)
The Continuum of Care (CoC) program promotes a community-wide commitment to ending homelessness. The program provides funding to nonprofit providers and state and local governments to quickly rehouse individuals and families experiencing homelessness while minimizing the impacts of trauma and dislocation. The program also promotes self-sufficiency and access to mainstream programs by individuals and families experiencing homelessness.

Local CoC NOFO Competition Process & Submission Requirements (NOW VOID)
All project applications must be submitted between Wednesday, June 10, 2026 through Wednesday, July 15, 2026, at 5:00 pm EST and must be submitted via the Neighborly portal. The project application portal is now closed (07/15/2026 at 5:00 pm EST).

MOHS will provide an overview of new project applications that have passed threshold. The Mayor’s Office of Homeless Services receives all new project scoring tools from the Resource Allocation Committee for consideration in the CoC application. |

August 7, 2026 | Final Project Ranking Sent to CoC Board for Review and Posted via Member365 (NOW VOID) The notification of action that all project applicants who submitted new and renewal project applications in the local CoC competition are notified at least 15-days prior to the HUD application submission deadline of the CoC’s acceptance, including the ranked position of the project applications. This notification may be posted publicly or sent via email to individual project applicants.
