About the Competition
The Mayor’s Office of Homeless Services (MOHS) is seeking qualified providers to deliver services under an expansion of the Assistance in Community Integration Services (ACIS) program, a Medicaid-funded program that provides housing and tenancy-based case management services to eligible Medicaid participants experiencing or at risk of homelessness. The competition has been re-opened with an extended deadline of Wednesday, September 2nd at 5:00 pm, and applications are reviewed and awarded on a rolling basis.
Authorized under Maryland’s §1115 HealthChoice Demonstration, ACIS supports participants in obtaining and maintaining housing while increasing access to healthcare and community-based supports that promote housing stability and community integration. The program began as a pilot in Baltimore City in 2017, with Healthcare for the Homeless as the sole service provider.
Application Process
Through this RFP, the ACIS program is expanding from 300 to 850 participant enrollment spaces across Baltimore City and soliciting applications from new service providers, or “Participating Entities.” The goal is to create a pool of qualified Participating Entities capable of providing ACIS services in a wide range of settings. Additionally, a portion of ACIS enrollments will be set-aside for 1) providers delivering services to people experiencing unsheltered homelessness, 2) providers delivering services in partnership with affordable housing developments funded through the Low Income Housing Tax Credits, HOME-ARP, the Housing Accelerator Fund, and other initiatives.

Completed applications must be emailed to ACIS@baltimorecity.gov This RFP has two application windows, depending on desired start date. The extended deadline is Wednesday, September 2nd at 5:00pm, and applications are reviewed and awarded on a rolling basis.
