Code Red Extreme Heat Alert Activation
Code Red Status: INACTIVE
The Baltimore City Health Commissioner issues a Code Red Extreme Heat Alert when the forecasted heat index, a measure of air temperature and relative humidity that indicates how hot it feels outside, is greater than or equal to 105ºF.
The Mayor’s Office of Homeless Services (MOHS) has developed the Fiscal Year (FY) 2027 Code Red Extreme Heat Alert Plan to aid in the coordination of efforts between the Baltimore City Health Department, Office of Emergency Management, and service providers within the Continuum of Care (CoC) to provide cooling center information, cold water access, and other vital, life-saving services for Baltimore residents experiencing homelessness during Code Red season.
The Mayor’s Office of Homeless Services (MOHS) Code Red Extreme Heat Alert Plan is in effect from May 15, 2026, to September 15, 2026.

Baltimore City Shelter Hotline
The Baltimore City Shelter Hotline helps people who are homeless or might become homeless find a place to stay.
The City will try to connect callers to emergency shelters. Shelter space is not always guaranteed, but when you call the hotline, staff will:
- Let you know what’s available
- Help you find other shelters or services if City shelters are full

Contact the Baltimore City Shelter Hotline to connect with the emergency shelter for the night. The hotline is open 8:30 AM to 4:30 PM, Monday through Friday. After-hours, weekend, and holiday shelter requests should be made by calling shelters directly.
If you need shelter after normal business hours, or weekends, or on holidays please call the shelters directly for assistance using the phone numbers listed.

Housing Opportunities for People Living With HIV/AIDS
HOPWA supports persons living with HIV/AIDS (PLWHA) by providing them with safe and sanitary housing and an overall stable living environment. In addition, HOPWA provides the supportive services necessary to maintain housing stability, gain better access to care, and enhance quality of life.

Street Outreach & Encampment Resources
Are you concerned for yourself or a neighbor who may be sleeping outdoors? Outreach and support services are available for people who do not have safe, stable shelter through our Street Outreach teams. MOHS also leads a multi-agency effort to rehouse unsheltered neighbors and resolve other issues around encampment areas. If you would like to report an encampment, please call 311.

House of Ruth Maryland’s 24/7 hotline is a confidential lifeline to survivors of domestic violence in need of help. Counselors are trained in crisis intervention, safety planning, counseling and legal referrals, and proactive advocacy for survivors, their friends and family, and the general community.

Shelter Concerns Hotline
If you are staying in a City-funded shelter and would like to report a concern, please contact the Shelter Concerns Hotline:
- Call 410-396-7624 on Mondays from 8:30 am - 10:30 am and Fridays from 2:30 pm - 4:30 pm. You may leave a voicemail at any time and someone will contact you within 48 to 72 hours.

- Who can report a concern?
Clients at City-funded shelters and/or day centers. If you are unsure if your shelter or day center is funded by the City, please ask a staff member.
- What does the hotline assist with?
The Shelter Concerns Hotline assists with serious concerns related to case management services, resources, food, activities, policies, and other similar issues.
- Should I submit a grievance to the Shelter Concerns Hotline?
The Shelter Concerns Hotline is separate from the grievance process. To submit a grievance, clients may file a written complaint to leadership at the shelter or day center.
- How long will it take to hear back after submitting a concern?
A MOHS representative will respond to your concern within 48 to 72 hours.
