Hope Lives Here: Baltimore

Baltimore City carries a much heavier burden from the opioid crisis than most places in Maryland or the country. This decades-long crisis has been shaped by the Crack Cocaine Epidemic, the War on Drugs, prescription drug misuse, the era of heroin use, and now fentanyl and other emerging drugs. Because of long standing historical and economic inequities, many neighborhoods face a much higher risk of fatal drug and alcohol overdose than others. Hope Lives Here is Baltimore’s coordinated response to reduce overdoses, save lives, and support the people and families affected by this crisis. It brings together real resources, real support, and a commitment from the city to make sure no one faces this alone.

We recognize that recovery is not just one path. There are as many paths to recovery as there are people walking them. Healthcare on the Spot mobile unit brings low-barrier care directly to where people are. These services include substance use disorder treatment, HIV and hepatitis C care, wound care, case management, and connection to ongoing support, regardless of insurance.

Community Risk Reduction Services meets people where they are by sending mobile and street-based outreach teams into the community. These teams provide syringe services, drug testing strips, overdose prevention education, and help connect people to treatment and other supportive services.

When someone is ready to seek treatment, CharmCare.org puts all the options in one place. People and organizations can search for substance use treatment, mental health support, housing, food, or transportation. The Maryland Behavioral Health Administration also has a list of licensed treatment providers across the state.

Recovery is possible. Treatment works. And no one has to figure it out alone.
