Community Action Lab
The Community Action Lab program is a hands-on, district-based community development course that helps residents and local leaders build skills to strengthen public safety and lead community revitalization in their neighborhoods.
Read the Press ReleaseThe Community Action Lab is a partnership between the Mayor's Office of Neighborhood Safety and Engagement (MONSE), the Baltimore Police Department, and the Baltimore City Innovation Team (i-Team) as part of the City's Neighborhood Public Safety Plan.
Community Action Lab is a 12-week, paid, in-person leadership course which aims to support engaged residents and emerging leaders which began in Baltimore's Northern District. This program is focused on building practical skills in community development, violence prevention, environmental design, and neighborhood improvement, equipping participants to lead sustainable, community-driven solutions in their neighborhoods.
Who is it for?
This program is designed for aspiring community leaders and small business owners who are ready to deepen their impact and take an active role in shaping their neighborhoods. Ideal applicants are those who are passionate about community change, curious about new approaches, and committed to turning ideas into action.
What might participants gain?
Participants will gain hands-on experience and practical skills in community leadership and organizing, environmental design and neighborhood improvement, public safety strategy and violence prevention, storytelling, grant writing, project planning, and data-informed problem solving.
Throughout the program, participants will also have the opportunity to design and implement grant-funded neighborhood improvement projects within their own communities. Cohort II sessions will run from August 31, 2026, through November 20, 2026.

This program is organized in partnership by the Baltimore Police Department, Mayor's Office of Neighborhood Safety and Engagement, and the Baltimore Innovation Team (I-Team).
