The Department of Legislative Reference (DLR) is a non-partisan resource for residents and City agencies alike.

We research and draft legislation on behalf of the City Council. 

We work in partnership with City agencies turn policy into regulations.

We help City agencies properly manage their records and preserve their history in the City Archives.

We are ready to help answer your questions about the City's history, its laws and regulations, and how to get things done in Baltimore City government.
