Report and Dashboard Emphasize City's Commitment to Transparency and Accountability with Use of Opioid Restitution Fund
BALTIMORE, MD (Tuesday, April 21, 2026) - Today, Mayor Brandon M. Scott announced the release of Baltimore City's Opioid Restitution Fund Fiscal Year 2025 Annual Report and the launch of a new Opioid Restitution Fund Dashboard.
"I am so proud that we are investing Opioid Restitution Fund dollars directly back into neighborhoods hardest hit by the overdose crisis - and maintaining our commitment to transparent, public reporting of our investments," said Mayor Brandon M. On August 29, 2024, Mayor Scott issued an Executive Order establishing the Opioid Restitution Fund and laying out a framework for the use of funds the City of Baltimore obtained in litigation against opioid manufacturers and distributors. To ensure the transparent use of the Opioid Restitution Fund, the Executive Order called on the City to publish a transparency and accountability plan, which would include a public dashboard to be regularly updated with information on programs receiving funds, as well as an annual report on funded programs and program performance.
On July 30, 2025, with input and support from the Restitution Advisory Board, the Transparency and Accountability Plan was finalized and adopted. The Transparency and Accountability Plan lays out a framework for how the City will ensure residents can access information about how the Opioid Restitution Fund is spent and the impact it is making in the community, including expectations for annual reporting and the publication of information via dashboards.
Opioid Restitution Fund Fiscal Year 2025 Annual Report
The Opioid Restitution Fund Fiscal Year 2025 (FY25) Annual Report was prepared by the Baltimore City Mayor's Office of Overdose Response (BCMOOR) and the Mayor's Office of Recovery Programs (MORP). It provides a summary of how the Opioid Restitution Fund was used during the period spanning July 1, 2024, to June 30, 2025. The FY25 Annual Report includes a financial summary of the Opioid Restitution Fund Trust; a progress update on implementation of Mayor Scott's August 29, 2024 Executive Order; highlights of how the Opioid Restitution Fund has been invested and used so far by City agencies and community-based organizations; an overview of monitoring and oversight mechanisms in place for grant awards; and a preview of next steps for administration of the Opioid Restitution Fund.
Opioid Restitution Fund Dashboard
The Opioid Restitution Fund Dashboard was prepared by MORP, with support from BCMOOR, and provides detailed, regularly updated information about investments the City has made to date. The Dashboard includes information about the total funds obtained, awarded, and allocated. It also includes organization-specific information about funded projects at City agencies and community-based organizations, including descriptions of each project, the approved use with which it aligns, the total amount committed, and the total amount spent to date. A future iteration of the Dashboard currently being prepared will also include organization-specific reporting on standard performance measures being provided to MORP and BCMOOR as part of commitments and grant awards. The Opioid Restitution Fund Dashboard will be updated quarterly to ensure that residents have readily accessible and up-to-date information about how these funds are being used.
