Updated Action Plan Includes Addition Of Sixth Pillar of Modernizing Public Infrastructure
BALTIMORE, MD (Wednesday, May 20, 2026) - Today, Mayor Brandon M. Scott released his Second Term Action Plan, which lays out a roadmap for the City's future for the remainder of his second term, aligning government action with the needs and priorities of residents. The Action Plan includes measurable outcomes and specific goals that will guide City service delivery and investment.

"In 2021, I released my First Term Action Plan, which laid out concrete priorities and metrics for City government," said Mayor Brandon M. Scott. "We knew that to counter decades of intentional disinvestment, we had to be just as intentional with our work to create opportunity and drive progress in every neighborhood. Five years later, we see the impact: we've cut homicides and nonfatal shootings nearly 60%, eliminated more than one in four vacant properties citywide, and opened eight new or renovated rec centers and 13 schools, with more to come. This Second Term Action Plan challenges City employees and agencies to continue innovating and expanding the proven, successful programs we've built in partnership with residents. We know from experience that it takes all of us, working together, to build the safer, healthier, more equitable Baltimore we know is possible."
In 2021, Mayor Scott announced his First Term Action Plan, an interactive tool for residents to see the goals and actions of the Mayor's Office. The Second Term Action Plan updates the original five pillars and adds a sixth:
- Enhancing Public Safety
- Prioritizing Youth, Older Adults, and Vulnerable Communities
- Clean, Healthy, and Sustainable Communities
- Equitable Economic Development
- Responsible Stewardship of City Resources
- Modernizing Public Infrastructure
The new sixth pillar, Modernizing Public Infrastructure, emphasizes the importance of investing in equitable access to facilities, underground structures, transportation, and digital systems. Alongside the City's 10-Year Financial Plan, the Mayor's Second Term Action Plan provides guidance for more efficient and effective government operations.
"The Mayor's Second Term Action Plan turns ambition into accountability. With clear goals and focused action, we are committed to delivering meaningful, impactful progress for Baltimore residents," said City Administrator Faith Leach. "It will guide how we deliver results and how we hold ourselves accountable throughout the Mayor's second term."
During the development of the plan, the Mayor's Office of Performance and Innovation in partnership with the Bureau of Budget Management and Research, led a comprehensive review of agency performance data, service delivery trends, and community conditions to ensure that priorities reflect both lived experiences and measurable needs. Through this process the city identified a set of core priorities, focusing on enhancing public safety, prioritizing youth, older adults, and vulnerable communities, strengthening neighborhoods, and enhancing the effectiveness of government services. Each priority or pillar area is supported by specific, measurable goals and targeted strategies designed to drive meaningful progress. Agencies are aligning their work to these priorities and ensuring programs and services contribute to broader citywide outcomes.

"Agency performance plans will show how each agency moves that work forward, and CitiStat will continue to help us monitor progress.
