About Jacia T. Falcon, Esq.

Jacia T. Falcon, Esq. is a senior executive, Labor and Employment Attorney, and human capital strategist with more than 20 years of experience leading people, shaping policy, and strengthening workplace culture across complex, union and non-union organizations. She most recently served as Chief of Staff for Baltimore City Recreation and Parks (“BCRP”), where she was a trusted advisor to the Director and provided strategic oversight for a large, multi-faceted organization with approximately 800 employees and a $57 million operating budget.

Jacia’s work sits at the intersection of law, leadership, and organizational strategy—where compliance meets culture, and policy meets people. She partners closely with executive leadership to align workforce strategy, labor relations, and operations with organizational priorities and enterprise-wide objectives. She is known for her ability to navigate complex political and labor environments while building systems that promote accountability, equity, and sustained organizational effectiveness.

While at BCRP in 2018, Jacia played a central role in leading a comprehensive organizational reorganization designed to improve operational efficiency, clarify roles, and position the organization for long-term sustainability. Her leadership emphasized talent development, cross-functional collaboration, and the constructive resolution of conflict. Most notably, she led the development of Rec2025, the organization’s first comprehensive strategic plan in more than 20 years, establishing a five-year roadmap grounded in stakeholder engagement, measurable outcomes, and organizational accountability.

Previously, Jacia served as Deputy Director of HR Operations for Baltimore City’s Department of Human Resources (“DHR”), where she provided strategic leadership across policy and compliance, training and development, recruitment and talent acquisition, and classification and compensation. In that role, she led enterprise-wide initiatives that modernized human resources infrastructure, including civil service rule reform and the successful adoption of amendments through the Civil Service Commission. Earlier, as DHR’s Chief Policy Advisor, she advised executive leadership and organizational partners on the interpretation and application of employment laws, labor agreements, and workforce policy.

Before assuming government roles, Jacia served at Montgomery College, where she held leadership positions including Director of Labor Relations and Assistant General Counsel. In these roles, she led collective bargaining, advised on grievance and arbitration matters, and partnered with institutional leadership on labor strategy, employment law, and organizational risk. Her work supported stable labor-management relationships while advancing institutional priorities in a highly unionized higher-education environment. Earlier in her career, Jacia practiced law at a large regional firm in the environmental and labor litigation practice groups. She currently serves as an adjunct professor at Montgomery College.

Jacia holds a Bachelor of Arts in Political Science from Hampton University and a Juris Doctor from the University at Buffalo School of Law. She holds the Senior Professional in Human Resources (SPHR) designation and is a graduate of the Labor Arbitration Development Program through the Scheinman Institute on Conflict Resolution at Cornell University. Jacia is a proud member of Delta Sigma Theta Sorority, Inc.

Jacia’s appointment is subject to confirmation by the City Council.
