About T.J. Mayotte

T.J. Mayotte is a technology and cybersecurity executive with over 20 years of experience leading high-impact digital transformations across the public and private sectors. Appointed as the Chief Information Officer for the City of Baltimore, Mayotte specializes in navigating complex, high-stakes environments where technology must deliver tangible results for both government operations and the residents they serve.

Most recently, Mayotte served as the Deputy Chief Administrative Officer for Anne Arundel County, where he supported the day-to-day operations of the executive branch and oversaw a high-priority $15M Enterprise Resource Planning (ERP) modernization project. His appointment to Baltimore follows tenure as the Chief Information Officer for Howard County, where he managed a $57 million budget and a team of 100 technology professionals. In that role, Mayotte developed the county’s first comprehensive IT Strategic Plan and transitioned the county from legacy data centers to secure, cloud-native platforms.

A passionate advocate for digital inclusion, Mayotte’s leadership is defined by the belief that connectivity is a fundamental right. While in Howard County, he initiated and led "Transform Howard," a program that successfully deployed 20+ public Wi-Fi spots and established a 100-gigabyte broadband infrastructure for the school system—experience he now brings to Baltimore’s Office of Broadband and Digital Equity.

Beyond his municipal experience, Mayotte brings deep expertise in cyber resilience and risk management from the financial services sector. He held senior leadership roles at Synchrony, Capital One, and HealthEquity, where he led strategic security governance and achieved FedRAMP certification for critical customer environments.

Mayotte’s commitment to public service began in the United States Navy, where he served as a Surface Warfare Officer during the Iraq War. He holds a Master of Science in Global Leadership from the University of San Diego School of Business and a Bachelor of Arts in Political Science from the College of the Holy Cross. When not leading digital transformation, he can be found coaching mountain biking or cheering for his son’s youth baseball team.
