Planning to film in Baltimore City? This page will walk you through how to apply for a filming permit. You’ll learn what permits are needed, how to submit an application, and what to expect before, during, and after your production.
Step 1
Send in a completed registration form to Film Office Team, along with a Certificate of Liability Insurance form.

Step 2
The Film Office will coordinate an inquiry meeting to go over materials received and to hear more about the project. They inform perspective film partners of next steps and what they will need to complete their application with the Department of Transportation (DOT).
Step 3
The Film Office will email the applicant a link to the DOT application, along with list of needed documents. This email will communicate how payment will be made once permit application is approved.
Step 4
A City Agency Logistics meeting may be held to talk about whether the project can work with potential film partners, City Agency representatives, and the film office. City agencies suggest changes to the project, and film partners make those changes.
Step 5
Potential film partners pay permit fees and security deposits through OpenGov.
