State Affairs

The State Affairs Team within the Mayor’s Office of Government Relations (MOGR) represents the Mayor and City agencies before the Maryland General Assembly. Acting as a key liaison, the team connects the Mayor’s Office with the Governor’s Office, the Speaker of the House of Delegates, the Senate President, Baltimore City Delegation members, and state agencies. Guided by the Mayor’s state legislative priorities, the team works throughout the 90-day legislative session to advance the City’s interests and ensure positive outcomes on key state issues. 

Beyond state advocacy, the State Affairs Team also manages Baltimore’s relationships and influence within key organizations, including the Maryland Association of Counties (MACo), the Maryland Municipal League (MML), the African American Mayors Association (AAMA), the U.S. Conference of Mayors (USCM), and the National League of Cities (NLC).
