Comprehensive Violence Prevention Plan
In 2020, the Baltimore City Council, led by then-Council President Brandon M. Scott, approved a Comprehensive Violence Prevention Plan to address the root causes of violence and improve public safety citywide. The plan uses a public health approach, which means it focuses on healing people, reducing harm, and supporting safer communities.
After working with city and state agencies, community groups, and residents, Mayor Scott shared Baltimore’s first Comprehensive Violence Prevention Plan on June 25, 2021.

Since then, the city has worked with these partners to put the plan into action. The newest version of the plan also adds a special focus on Youth Justice. This means making sure young people in Baltimore are safe, supported, and have opportunities to succeed.
Since the implementation of this comprehensive plan in 2021, homicides have dropped over 40% across Baltimore. The city continues to experience sustained decreases in homicides and nonfatal shootings. The first six months of 2025 saw the fewest number of homicides in Baltimore's recorded history.
