The Mayor's Office of Neighborhood Safety and Engagement works alongside city agencies, community-based organizations, and community members to co-produce public safety in Baltimore City. This work is not isolated, and we know the impact we can have on our community when we all come together to make our city safer.

Group Violence Reduction Strategy (GVRS)
GVRS focuses on helping people who are most at risk of being involved in shootings. It is a proven plan that has worked in other cities to lower the number of shootings and deaths.
Community Violence Intervention (CVI)
To help the City better prevent violence and resolve conflict, Mayor Scott has invested heavily in Baltimore’s Community Violence Intervention programs and the systems that support them. These efforts focus on non-law enforcement solutions that step in before conflicts turn violent, challenge the idea that gun violence is acceptable, and address the root causes of violence.
Victim Services
Our team helps connect people and families across the city to support services after they’ve been through something scary or stressful. These hard experiences can lead to health or other problems later in life.

Community Engagement and Opportunity
In order to successfully reduce gun violence and increase safety in Baltimore’s neighborhoods, the Scott Administration is determined to engage directly with community stakeholders, including but not limited to community leaders, religious organizations, anchor institutions, youth, elders, neighbors, parents, nonprofits and employers. Promoting civic engagement and mobilizing community members will be key to the successful deployment of any violence prevention strategy.
MONSE’s Community Engagement & Opportunity lane is responsible for engaging residents and coordinating community-based partners in the co-production of public safety as part of Baltimore’s Comprehensive Violence Prevention Plan.
What does the Community Engagement & Opportunity Lane do?
Our team helps strengthen relationships with our communities, provide wraparound supports for young people and returning citizens, and conduct trauma-informed responses when acts of violence occur in our neighborhoods. Our programs are:
