Mayor’s Office of Recovery Programs and Baltimore City Mayor’s Office of Overdose Response Launch Expanded Opioid Restitution Fund Dashboard with Performance Measures and Interactive Service Map

New Dashboard Features Provide Greater Transparency, Accountability, and Insight into the Impact of Opioid Restitution Fund Investments

BALTIMORE, MD (Tuesday, August 4, 2026) – The Baltimore City Mayor’s Office of Recovery Programs (MORP), in partnership with the Baltimore City Mayor’s Office of Overdose Response (BCMOOR), today announced the launch of the second version of the City’s public Opioid Restitution Fund (ORF) Dashboard, expanding the City’s commitment to transparency, accountability, and data-driven oversight of opioid settlement investments.

Originally launched on April 21, 2026, alongside the Opioid Restitution Fund Fiscal Year 2025 Annual Report, the dashboard provides residents with regularly updated information about how Baltimore City is investing opioid settlement dollars to address the overdose crisis. The first version included project descriptions, financial information about the Opioid Restitution Fund, expenditures by City agencies and nonprofit organizations, and information on the ORF Community Grants Program.

The newly released version expands the dashboard to include two major enhancements: an Opioid Restitution Fund Performance Measure Dashboard and an interactive ORF Services Map. Together, these new features provide Baltimore residents with a clearer understanding of the services being delivered across the City and the measurable outcomes being achieved through Opioid Restitution Fund investments.

“Transparency and accountability remain at the center of how Baltimore City is investing Opioid Restitution Fund dollars,” said Chief Recovery Officer Elizabeth Tatum. “This updated dashboard gives residents an even clearer picture of how these resources are supporting communities, expanding access to services, and advancing our comprehensive strategy to save lives and address the overdose crisis.”

On August 29, 2024, Mayor Scott issued an Executive Order establishing the Opioid Restitution Fund and creating a framework for administering funds the City received through litigation against opioid manufacturers and distributors. The Executive Order required the development of a Transparency and Accountability Plan, including a publicly accessible dashboard and annual reporting on funded programs and their impact.

“Our goal from day one has been to ensure the transparency and accountability of the Opioid Restitution Fund. With this updated dashboard, we continue to deliver on that promise,” said Executive Director Sara Elizabeth Whaley, Baltimore City Mayor’s Office of Overdose Response. “I'm proud of our commitment to transparency and accountability as we continue to invest in evidence-based programs that reduce overdoses and save lives.”

The Transparency and Accountability Plan, adopted on July 30, 2025, established a framework for ensuring residents have access to timely information about Opioid Restitution Fund investments and the outcomes those investments produce. The release of the enhanced dashboard represents another milestone in fulfilling those commitments.

Performance Measure Dashboard

The new Performance Measure Dashboard provides the public with a high-level overview of how funded projects are advancing the goals of Baltimore City’s Overdose Strategic Plan. Organizations receiving Opioid Restitution Fund support report standardized performance measures through MORP’s online reporting portal. These measures are aggregated across funded projects to provide a citywide snapshot of implementation and short-term outcomes.

Standardized reporting enables the City to monitor project implementation, promote consistency across investments, and better understand how funded programs are expanding equitable access to treatment, harm reduction, recovery support, prevention services, and other critical interventions.

Interactive ORF Services Map

The updated dashboard also introduces an interactive Services Map, allowing residents to explore where Opioid Restitution Fund-supported services are available throughout Baltimore.

The map identifies funded service locations, including fixed sites such as treatment facilities, recovery centers, and drop-in locations, as well as outreach services organized by Neighborhood Statistical Area. Users can filter projects by organization type, services, and organization, making it easier for residents, community partners, and stakeholders to identify available resources in their communities.

The addition of the Services Map improves public awareness of funded services while demonstrating how Opioid Restitution Fund investments are reaching neighborhoods across Baltimore.

Continuing Baltimore’s Commitment to Transparency

The Opioid Restitution Fund Dashboard will continue to be updated quarterly as new financial, programmatic, and performance information becomes available. By combining financial reporting, project information, standardized performance measures, and geographic service data into a single public resource, MORP and BCMOOR are strengthening Baltimore City’s ability to demonstrate the impact of opioid settlement investments while ensuring residents have access to clear, timely, and transparent information.

Residents can explore the updated Opioid Restitution Fund Dashboard and learn more about the City’s investments, funded programs, performance measures, and service locations by visiting the Mayor’s Office of Recovery Programs website.
