About Us

The Mayor’s Office of Performance and Innovation (OPI) uses data and design to improve city services.

Our office partners with agencies across city government to understand performance, solve operational challenges, and build tools that support better decision-making. We collaborate with city leaders, frontline staff, and the public to identify what is working, where services are slowing down, and how they can improve.

Mission

To improve Baltimore city services by using data, design, and collaboration to improve city services in ways both residents and public servants can see and feel.

Vision

We envision Baltimore as a blueprint for local government nationwide: a city that delivers what matters most to residents, runs efficiently, and gets better every day.

What We Do

OPI sits within the City Administrator's Office, which helps us focus on the projects and partnerships that matter most to the city. We work as a small, dedicated team that supports agencies in making smarter decisions and delivering lasting improvements. We focus on three main areas of work:

Performance Management

Through programs like CitiStat, we help city leadership and agencies track service performance, identify challenges, and follow through on solutions

Data and Analysis

We work with agencies to organize and analyze their data so teams can better understand trends, measure results, and make informed decisions

Civic Improvement

We study how services operate in practice, from resident experience to internal workflows, and work with agencies to test and implement improvements

Programs at a Glance

Our small, focused team of data scientists and designers unite to identify bottlenecks in process or tools in order to build something people can use.

We work on a wide array of programs and projects!

  • CitiStat (citywide performance routines)
  • Innovation Lab
  • Open Baltimore (open data governance + publishing)

FAQ

Is OPI a technology department?

OPI utilizes a variety of technologies to delivery for our agencies, but we are not an IT agency. We focus on improving service delivery with data.

Does OPI run agencies’ operations?

No. Agencies deliver services themselves. We help them to identify what’s not working, remove blockers, and build improvements that agencies can sustain.

Where can I find performance information?

Start with CitiStat reports and our public dashboards (like 311) and briefs as they are published.
