Data & Analytics
Baltimore's civic data infrastructure team.
The Data & Analytics team turns administrative data into shared assets, open datasets, decision tools, and more. They translate between agencies, raw data and policy decisions, technical systems and public meaning. This team is especially skilled at bridging the gap between what a dashboard shows and what decisions need to be made.
About The Data Team
Our goal is to make Baltimore's data work: accurate and accessible enough to inform decisions, transparent enough to build public trust, and governed well enough to stay that way.
We build the data foundation which allows OPI and the City to move from questions, to insight, to sustained improvement.
Who We Are
We are data engineers who serve not only as OPI's Data & Analytics team, but also as Baltimore City's civic data infrastructure team. Our team translates technical systems into public meaning, showing leaders what to do next with trusted data.
How We Work
We build data products around decisions and public needs, not charts. That means clarifying who uses it, what it supports, where it comes from, and how it stays current. Lineage, definitions, and ownership are part of the work, and never an afterthought.
Why It Matters
Every OPI service depends on trustworthy data. Without it, performance routines break down, delivery work stalls, and products get built on shaky foundations. When residents, Council, researchers, and journalists can't verify what the City reports, trust doesn't hold.
What We Do
Our team translates technical systems into public meaning, showing leaders what to do next with trusted data. We strengthen Baltimore’s data infrastructure, analytics capacity, open data program, GIS practice, data governance, and AI/data readiness.
Our Work Includes:
- Building and maintaining data pipelines and shared datasets
- Developing dashboards, maps, analytics, and reusable insight products
- Supporting Open Baltimore and high-quality open data publication
- Establishing data definitions, ownership, methodology cards, refresh standards, and quality rules
- Supporting data governance routines and data-sharing decisions
- Helping agencies build data literacy and use data responsibly
- Preparing Baltimore for responsible AI through evaluation, human oversight, and governance
- Supporting performance management, delivery activations, and Innovation Lab products with reliable data
