The Bureau of Procurement has three divisions:

• Procurement
• Property Disposal
• Digital Document Division 

Leadership

These departments report to the Chief Procurement Officer, Adam Manne, MBA, CPPO, VCO. 

The bureau's mission is to be the strategic partner of all City agencies, providing them with the best commodities and services at the best value, in order to meet their operational goal to serve citizens.  The bureau also strives to advance the City’s objectives of transparency, fairness, social inclusion and sustainability.  

The Bureau of Procurement's vision is to be the leader in interagency cooperation in public procurement and the benchmark for innovation and excellence in customer service. The Bureau of Procurement also works closely with the Mayor’s Office of Small and Minority Business Advocacy & Development (baltimorecity.gov) to ensure contracts include MBE/WBE participation.
