Administration

Bureau of Solid Waste

The Bureau of Solid Waste helps keep Baltimore clean. It has different teams that each take care of different jobs. They collect trash and recycling from homes, clean streets with big street-sweeping machines, and take care of empty houses by cleaning and boarding them up. They also run the Rat Rubout Program to help get rid of rats. The Bureau collects special items too, like scrap metal, electronics, Styrofoam, and household chemicals that shouldn’t go in regular trash.

Bureau of Water and Wastewater

The Water and Wastewater Bureau makes sure people have clean water to drink. They also make sure dirty water is safely collected and cleaned. The bureau also takes care of the pipes and equipment that keep everything working. They keep track of water use and send water bills to about 412,000 homes and businesses in Baltimore City and surrounding areas.

Office of Asset Management

The Office of Asset Management helps take care of the city’s water and sewer pipes. Their job is to make sure these pipes last a long time by checking them regularly. They fix small problems before they become big ones. They use smart planning to keep everything working well without spending too much money or taking big risks. Instead of waiting for things to break, they work to prevent problems before they happen.

Office of Compliance and Research

The Office of Compliance and Research works to make sure the Department follows environmental rules. They do this by working with others, improving programs, and making sure rules are followed. About 40 people work in this office, including engineers, scientists, and planners. The office has different teams, such as: Plans Review and Inspections, Water Quality Monitoring, Watershed Planning, and Research. The Plans Review and Inspections team checks both public and private construction projects to make sure they follow the rules before they get a permit to start building.

Office of Engineering and Construction

The Office of Engineering and Construction (OEC) helps plan and manage big building projects for the city. This includes things like water and sewer pipes, dams, bridges, and water treatment plants. They make sure everything is built safely, on time, and within budget. OEC also checks that construction follows the rules and meets the city’s goals. They help design and build systems that clean and move water, and they are ready to help quickly when the Water and Wastewater team needs emergency repairs.

Office of Fiscal Management

The Office of Fiscal Management takes care of DPW’s money. They help plan and watch over how money is spent on daily work and big projects. They also help set water and sewer rates, plan for future costs, pay for projects, buy needed supplies and services, and work on money agreements with nearby counties.

Office of Legislative Affairs

This Office helps the Department work with leaders in the City, State, and federal government. They also work closely with the Mayor’s Office. All new laws or ideas for laws from the Department go through this Office first. Whether they are helping solve a problem for a resident, sharing updates about the Department’s work, or speaking at a government meeting, the Office makes sure the Department gives clear and united messages to elected officials.

The Office of Strategy and Performance (OSAP) helps plan and guide important projects from start to finish. They make sure each step is done the right way and everything stays on track. OSAP also checks to see if projects reach their goals and looks for ways to make them better. Their job is to give helpful advice and share the best ways to get good results.
