What We Do

The Small and Minority Business Advocacy and Development (SMBA&D) Office is the support hub for small and minority businesses in Baltimore. We ensure fair opportunities for these businesses and advocate for their rights. We review contracts and compliance, and we support entrepreneurship.

SMBA&D plays an important role in the city’s procurement process. We collaborate with many partners and organizations. These include the Small Business Resource Center, Baltimore Main Streets Program, Sourcelink, Sizeup Baltimore, and the U.S. Department of Commerce’s Minority Business Development Agency.

We directly support minority- and women-owned businesses. Our mission is to recruit, retain, and expand contracting opportunities, and we are committed to growing all small local businesses. 

Our duties are governed by Baltimore City Code Article 5, Subtitle 28, which includes certification, maintaining directories, providing assistance, investigating violations, and more.
