Our Mission

The Office of Broadband and Digital Equity (BDE) is part of Baltimore City’s Office of Information and Technology. We lead the City's efforts to close the digital divide for good. BDE acts as the main point of contact for digital equity, both inside city government and with outside partners.

Our goal is to close the digital divide by 2030. To get there, we’re building open, citywide fiber infrastructure that gives every resident access to high-speed internet.

This work will continue to grow with support from across the city. We welcome feedback from residents, community groups, nonprofits, institutions, and private companies. Send us a message.

Our Values

Universal Access

Broadband access is a public good. Everyone should have internet access, just like water or electricity.

Digital Skills

Digital equity is essential in today’s world. Everyone needs internet access, tools, and training to fully take part in modern life.

Community Partnership

Working with the community is the first step to creating real opportunities. We listen, partner, and build solutions with the people most affected.

What We Do

We expand access to fast, reliable internet by building fiber networks in Baltimore neighborhoods.
  • Building Partnerships
We bring together city agencies, nonprofits, businesses, and residents to work toward shared digital equity goals.

We help residents get the modern technology they need to stay connected.
  • Digital Skills Training
We offer training to help people build the skills they need to use technology with confidence.
  • Community Engagement
We listen to community needs and work together to shape better digital services.
  • Tracking Progress
We manage and use data to measure impact and guide our decisions.
  • Funding for Digital Access

  • Community Tech Support
We connect residents with help for internet access, devices, and basic tech questions.

The Four Pillars of Broadband and Digital Equity

Reliable Internet

We’re starting with the neighborhoods that need it most. Our goal is to bring fast, reliable internet through strong fiber networks that will last for years to come.

Digital Skills

Baltimore City residents need the right skills to get online. We’ll provide training to help residents use computers and the internet with confidence.

Tech Support

Residents will be able to get help using digital tools. Support is available in different languages.

Device Access

It’s hard to get online without owning a device. We’ll help residents get the computers and tablets they need.
