About Berke Attila

Berke Attila is a public sector executive with more than two decades of experience spanning government operations, finance, human resources, performance management, and organizational transformation. He currently serves as Director of the Baltimore City Department of General Services (DGS), where he oversees Fleet, Facilities, Capital Design & Construction, Energy, and Real Estate. His leadership approach combines data-driven decision-making with a strong focus on people, performance, and practical execution. 

Berke’s career in Baltimore has included leadership roles across both finance and operations. As Chief Financial Officer for DGS, he helped lead a nationally recognized fleet modernization effort and launched Baltimore’s gainsharing program, which received a National Association of Counties (NACo) Achievement Award. His work has consistently focused on using financial and operational data not simply to measure performance, but to identify opportunities, test new approaches, and improve how government delivers services. 

From 2019 to 2022, Berke served as Chief Human Resources Officer for Montgomery County, Maryland. In that role, he helped lead the county’s workforce response during the COVID-19 pandemic, championed a long-term telework policy, launched the county’s first cloud-based data warehouse for health benefits analysis, and advanced more transparent, data-informed workforce practices. 

Berke returned to Baltimore in 2022 to lead DGS, bringing together his experience in finance, workforce management, and operations. Under his leadership, the department has continued to modernize the City’s fleet and facilities, expand zero-emission vehicle infrastructure, advance energy and sustainability initiatives, and strengthen the systems used to manage Baltimore’s physical assets. Baltimore’s fleet operation has consistently been recognized among the leading public fleets in the country. 

Throughout his career, Berke has emphasized collaboration and the importance of engaging the people closest to the work. He believes some of government’s best opportunities for improvement come from creating space for employees to identify problems, challenge established processes, test ideas, learn quickly, and turn those lessons into better services. 

Berke was named a The Daily Record VIP List honoree in 2018 and is a founding board member of the Chesapeake Language Project, a nonprofit focused on expanding educational opportunities for immigrant students. He has also shared his experience at national conferences, industry roundtables, and webinars on government operations, sustainability, workforce development, performance management, and the future of work. 

Outside of work, Berke enjoys street photography, cycling, and travel.
